Way OT: Hurricanes and barrier beaches

Been seeing the total devastation in Galveston where houses built on the barrier beaches are simply gone, totally destroyed. Even the foundation slabs are gone in some instances. Very sad and hard for the people who lived there.
Back in geology class I learned that the barrier beaches "belong" to the ocean, not the land, just as floodplains "belong" to a river, not the towns the river runs through.
Should anything be done to prevent people from building on these places, knowing that sooner or later a storm or flood is going to come along and wipe out whatever they put up? We see this happening every year in one place or another.
Some locales have restrictions on this, and I understand there are issues of property ownership, insurance, and assumed risk, but Nature doesn't care and always wins in the end. Any thoughts?
