Cheaper for me to heat with electric?

I am trying to figure out with the rising costs of fuel if it will be cheaper for me to heat with electric this upcoming winter. I am in CT where I am lucky to live in a town that has municipal electricity. They boast that they provide the chepaest electricity in New England and is half the price then the rest of the state. I pay $0.0956 per kWh while the rest of the state pays close to .22 per KWH. I live in a 2 bedroom apartment with baseboard hot water heat fueled by natural gas. Its costing me more than my entire electric bill just for my hot water at $35 a month for a 40 gallon tank fueled by natural gas. This summer I used around 200 KWH a month costing me roughly 30 dollars and that was with using a/c. Should I go with electric heat this winter?
