How would you heat with electricity? Note that a large part of your gas bill may just be the "connection charge", i.e. the monthly subscription, and have little to do with actual usage. This charge will not go away by using electricity to heat, unless you also convert to electricity for hot water needs - you need to find out the usage charge.
Seeing as how your apartment is already equipped with a boiler and hot water heat, it appears that you will need to buy some electric heaters; if so, what will you get and what do they cost? How efficient are they? Or are you planning on installing a new electric furnace and forced-air ducts ($$$$)?
Does your apartment have enough electric service capability to run the number and load of heaters that you anticipate using? Are outlets located in appropriate places (please don't start running these on extension cords)?
You may want to ask your gas company to provide you with a comparison.
