Find out it's history. Why so few miles?

Did it primarily get driven locally with few long trips? Or was it mainly a "trip car?" You still need to know how often the oil was changed, and bear in mind that 2000-2002 9-3 cars had some sludge issues. Have thins like the coolant and brake fluid been changed? Are the tires showing age cracks on the sidewalls?
Purely for comparison, I bought an extremely well-maintained '99 9-3SE from a neighbor a year and a half ago. It had 148K on it and had all the service records since 35K. I paid $3500, but it was a known quantity from someone I knew and trusted, and all the work was done at my #1 indy.
For the one you're looking at I'd think $5-6K. Maybe a bit more if it really checks out mechanically. The miles are nice, but it's still a 10 year old car. See the prices for some OG 9-3s in the classifieds here for a sense of what people are asking.
