almost always have the clear coat fail, and then the finish gradually disintegrates, leaving the bare metal underneath. The clear coat is only on the rims, not on the "spoke" inserts. Do a search here - you'll need the correct socket to remove the bolts, and when you reassemble, there is a spec for how much to re-torque the bolts.
As others have noted, a good sandblaster/powder coater is key, as all of the old clearcoat stuff has to be removed before refinishing.
My set of 2-pc BBS wheels began to lose the clearcoat while my Aero was still under CPO, but Saab said they weren't covered. Now, the wheels are in pretty sorry shape, but the $600 price tag for blasting/coating and the hassle of having to disassemble/reassemble has prevented me from doing anything for the time being.
FWIW, if go through the refinish thing, maintenance shouldn't include any kind of harsh "wheel cleaners." Better to use 2 coats of Wheel Wax each season: the grime just falls off with a gentle hose/sponge when you wash the car.
