because if you have the car and the one working key, and some kind of bill of sale and temporary registration, there is no reason the dealer should not help you. Saab dealers (and their parts depts.) are VERY careful about adding keys, mostly, I guess, to prevent theft/fraud/headaches. I was once standing at the local Saab dealer's parts counter when a young man came in asking to order an additional key. It was his dad's car, and he said he was running an errand to get the new key for his father. He had the car, the original key, and the registration.
Unfortunately, the registration was in his Dad's name, so despite the fact that it all "looked" OK, and the car was regularly serviced there, they refused (politely) to order a key... The kid got his Dad to call the dealer and OK the purchase, but they made it clear they would only give the key to the registered owner - Big Daddy.
If you think about it, it's probably a good policy.
8 weeks to process a title? Wow! Here in NY state, where no one in his right mind would call the machinery of state "smooth running," you receive a temporary registration when you transfer ownership. The "real" one usually shows up about 2 weeks later, as does the new title.
