When cars replaced horses, there were many alternative solutions where the automobile was headed: Steam Engine powered cars (Stanley), electric cars, and internal combustion engine (gasoline and diesel). The market place with consumer free will is how things were hashed out in favor of what's efficient.
If you want to stick with the automobile vs. horse analogy, Government subsidy to build Volt is as like taxing the consumers and internal combustion engine car buildings to subsidize steam engined cars! in the name of it's not a horse. LOL.
Notice, I did not criticize Prius with its small NiMH battery and outstanding sustained gas mileage. Plug-in's with big Li-Ion batteries like the Volt is an entirely different animal, a detour. Government involved to finance such a wasteful detour only delays the widespread adoption of regular hybrids like Prius and Escape Hybrid by diverting limited resources away from the sustainable and successful solutions by force. While market experimentation is necessary for finding better solutions, government subsidy for obviously failed proposals is not market experimentation, but soviet-style waste.
