China "catching up fast" is a little like Germany in the mid-1930's having 30% annual GDP growth. It's a statistical mirage due to the way GDP formula is put together: every dollar wasted on weapons that has to be tossed away some day and shoddy infrastructure that has to be rebuilt is counted as GDP, as does every single government waste.
I have no idea what you mean by "never had the 'pleasure' of working or doing business in a country with very limited government," I hope you do realize a local mafia that can effectively collect "protection fee" from local business is the de facto local government with taxing power. Quite a few national governments actually have origins in mafia, including that of your much praised China, which is still more or less run by a mafia of a couple hundred families.
The subsidy on Prius a few years ago was fundamentally different from the government subsidy on Volt: while Prius received the unnecessary tax incentive because it qualified for the tax break that applies to all new hybrids, the subsidy was an order of magnitude smaller than the government subsidy on Volt through the GM bailout. Volt would never have been built if not for the need for a political statement fooling the gullibles looking for an excuse to justify the bailout.
