Speaking as an Engineer whose business sometimes involves grit removal from wastewater influent, you have no idea how much grit would accumulate in a municipal wastewater collection system. Especially in an urban area like Pittsburgh which probably has combined sewers.
Just imagine the poor homeowner whose basement becomes filled with you-know-what when a slug of grit clogs the trunk sewer leading from his neighborhood.
It's really an economic issue for old northeastern cities. Money for infrastructure improvements is hard to come by. Land for local grit removal facilities is even harder to come by. Odor control for those facilities can be quite expensive. etc. etc. etc.
Salt and other deicing chemicals are the trade-off for not having the infrastructure.
Not to mention people who have never learned to slow down in normal winter driving conditions (not counting ice storms - those are a bear!)
Now on the other hand, in the Aidirondaks in upstate New York, they sand instead of salting. It's great.
