I was able to see the difference between Maine and Wisconsin in terms of salt usage. Maine uses salt in town, sand elsewhere, and Wisconsin is salted everywhere. I too have wondered if somebody is getting a kickback, there's so much salt.
What really gets me in Madison, WI, is that they salt a heavy snowfall, creating thick slush. This is how I know my 9kt with Michelin Arctic Alpin snow tires gets around better than 4wd SUV's, because the SUV's have trouble in this stuff. We'll have a 6 inch showfall, and they try to melt it all with salt! I've also experienced what you mentioned, the piles of salt left over, which I've found you can easily skid on. Salt crystals have soft corners, unlike gravel, making it easier to skid on the stuff.
I particularly like it when the road crews partially melt the snow, creating slush, and then that night it drops down to, like 20 below, and now you have deep, frozen ruts. I think our highway department really doesn't understand basic physical chemistry, and they ought to, if they are going to spread this stuff.
Our aquifer is also under our city, and that hasn't stopped them from salting.
I think there is a different out west about snow. I enjoy driving on the hard packed out there. It's so quiet.
