Back when my work car was an '86 Volvo 240 wagon, which had two rear fog lights (before EU light regs started), I did the same thing - turned on the rear fog lights briefly for tailgaters. It was very effective, particularly at night, because two extra bright lights lit up suddenly, looking like brake lights to the tailgating moron.
