Originally 'trucks' were in a seperate EPA and DOT categories in The USA because they were mainly for farm, commercial, and recreational use. When the car makers found they could market the 'rugged' image of trucks to the average consumer, they find the 'truck' category a convienent windfall loophole in the EPA and DOT regualtions.
Now that the majority of 'trucks' are really daily commutter cars, the automakers have been lobbying the USA Congress non-stop to keep the seperate categories, and keeep their profits high. The only sensible thing would be to make the 'passanger car' and 'truck' segments the same. Make them meet the same CAFE fuel standards, same safety requirements, etc.
In the end, treating all passanger carring vehicles (trucks included) in the USA the same would level the playing field and force the automakers to do the appropriate safety design and offer better fuel economy across the board.
