I echo bRAD. A good torque wrench is well worth the cost. Probably the best thing to get with a gift certificate. It's hard to justify the expensive things, and easier to buy the cheaper ones ($10-$20). So splurge on the 'big ticket' item that'll work for the next 20 years.
Things you can't do without -
-A decent set of open end end wrenches - 7mm up to 19. Racheting box-end wrenches are nice (I've got a set), but low on my priority list.
-A set of Torx Drivers. These look like screwdrivers, but they have torx bits for ends. The drawback to torx bits on a rachet is that the bits are pretty fat- they have to be, to fit over the rachet drive. Sometimes this extra width means they won't fit. Should be around $15 on sale.
-A set of nut drivers. Similar to above - a set of 6 or so, typically 7 mm up to about 12 or 13mm. Perfect for pulling off lots of bolts without having to break out the rachet. Again, about $15.
-An allen wrench set. Doesn't need to be expensive, but make sure you've got the biggies, like 7 through 12mm.
