Try to disconnect the temp sending unit on thermostat housing and see if the cooling fan turns off or on. It's located where the upper radiator hose is attached to engine.
The temp sender have a tendency to go bad and so has the coolant thermostat.
What I don't know from the top of my head though is if it is a fail safe mode built in so that the cooling fan starts automatically when you create an open circuit by disconnecting the sensor or if the fan stops when disconnecting the sensor.
You have to try both way.
