I also have a 1997 CS. I bought it almost 5 years ago, and have gradually upgraded it, usually by installing an upgrade when the opriginal part went bad. Obviously, I didn't wait for the ECU to go bad to upgrade that!
You mention 'low cost', I'm not sure exactly how low you mean!
Here's what I would do if I had your car...
1. Better air filter (KN, ITG, JR) $50-100.
2. JT downpipe & 3" cat. $350 + 1 hour to fit. Add $100 if you want to get it jet Hot coated, and guarantee it will pretty much last forever.
3. 16" wheels & tires. Firure $500 for a good used set of Aero or Turbo 16" wheels. $400-1,000+ if you want custom aftermarket or 17" or 18".
4. Polyurethane front lower wishbone rear bushing 'butterfly bushing'. $50 + 1 hour.
5. Polyurethane rear sway bar bushing $20 + 1/2 hour.
6. Polyurethane upper motor mount (only one unless you want the car to vibrate like a tractor) $50 + 1/2 hour.
7. If your exhaust is in good shape, I'd leave it alone. If you need to replace it, the choices are endless. It's a matter of opinion an dhow much you want to spend. Stock $350 from eeuroparts; JT 3" $350; Simons 2 1/2" sport $350; Ferrita Sport from Genuine Saab; 3" Stainless from Group 9; FOX stainless from ??? $650....
8. ECU - lots of choices, but with a 3" downpipe you can get a Stage 3, typically. 250-270BHP. Maptun, BSR, Nordic, Chipcenter, Abbott, JAK... $500-700
9. Sportchassi kit. $600 + 4 hours. Makes your CSE drive like an Aero.
I have 1-6 above, and 9. For 7, I have the Simons 2 1/2" sport exhaust; for 8 I have a Chipcenter ECU (It was free).
Ask any questions you want. Don't know where you are, but if you're in MA, you're welcome to drive my car.
