Ok to get the engineering bug out of me vacuum is read in inches of mercury not pounds per square inch like boost. Ok I'm done with that.
Most every saab I have seen including both my 99 9-3 and 97 9000 have 16 inches mercury when idling and 20 to 21 when coasting. As to the amount of lines you have. My 99 being T5 didn't have the lines you have but it also didn't have that many silicone lines as well. I had the bov valve, fpr, crankcase valve, map, and the bpc valve. I would at least switch the vac lines and go from there.
