Why do we have 55 mph speed limits? This WAS federally based, since when states began to change the drinking age to 21 over here, the federal government decided to tie in both the 55 mph speed limit on highways and having the 21 drinking age to federal funding for highway contruction. If you did not comply with either, then no federal $$$$$ for you. Come again one year.
This "tying" has since been changed, but we hang onto the 55 mph speed limit in heavy traffic areas. Why? Because most American drivers suck! A lot of people are just not paying attention when they are driving (My favorite dumb commercial demonstrates this: Toyota Avalon: Experience the Tranquility. Tranquility, while driving! HA!)
Higher speed limits here have been linked to increased accident rates, and increased vehicular fatality rates. Until we improve our licensing system (to say, something comparable to Germany's) the 55 stays.
As far as calling the cops when a bike changes lanes, I think that is overstepping our bounds. If he's creating a danger for other drivers, and does so repeatedly, then yes, call up the po-pos.
Police AROUND THE WORLD engage in chasing down speeders. America is certainly not alone in this respect. We just have TV shows about it. Not all cops beat people. Rodney King got the beat down because he was resisting arrest and was drunk. They used excessive force, and should have been put away for a long time for it. That's a different story. I have several friends who are county cops, and they are respectable people.
Be careful what you say about "American" culture. Stereotypes and vague generalizations will get you no where.
