your pictures of your ram air set up seemed to show more of a colder air supply than anything. since the filter is still open to the engine compt, the "ram air" set up essentially just provides cooler air to that area of the compt, correct? if this is true, then the open end at the bottom won't be "sucking" at all. therefore the only moisture you should get up the tubing will be water vapor(or small droplets if any). right? you shouldn't have any problem with water intrusion. i find it hard to believe that you'll get a substantial amount of water up the tubing without it "sucking". now, if you closed off the filter element and actually had it draw its only air from under the car, then you may have to worry. sorry if i'm misunderstanding here, i just don't see water intrusion as a threat to your engine the way its set up. nice idea btw...
