I know what pipe you are talking about as it is one that is on the delivery pipe. It's a hard black plastic line right? It slips into the red fitting and kind of snaps into place? Now, here's what you need to do to try and isolate the problem, that is if you have not done this already. You need to pressurize the system and I do not mean via a smoke test as they do not get enough prsssure into the system. And hook it up to the cobra pipe. You then pump about 10-12 psi (or more) listen and spray the hell out of all the connections with soapy water. I did this and found that I needed a new delivery pipe because that fitting you are talking about leaked. I also found about 3 other leaks. This is not to say that this will cure the problem, but it just may.
Have you checked BB, if so what is it? And, go down to parts store and buy a cheap 10 dollar psi gauge and run into drivers window so you can check BB and max psi.
Are you sure you have the the right connections at the BPC?
Pull waste gate rod off and see how ell the flper arm moves (right side) as it could be sticking at times.
