If it was me, I would start with a better turbo & head. You can get ton's of power from a simple turbo upgrade & that's w/o adding any more electronics to the car.
I would also look into doing some head work as well as a bigger/better IC. THEN if you want more the H20 system might fit the bill :o)
I did a better turbo on my 87 SPG & it drastically improved the power of the car.
