that return tube fits snug, really snug. If it's loose then you may have an issue. Getting it together with the O-ring and then attached to the turbo, as Justin says, is a PITA. Depending upon how you do the head and put it back on different methods can be used. I usually take the turbo completely out and pull the head with the exhaust manifold installed, and replace it that way too...
Then I put the oil return tube with new gasket on the turbo but only put the bolts in about half way, put the O-ring on the tube (and make sure the old one is out of the block!), this allows me to postion the turbo about where it will mount and the sloop lets me get the oil return tube plugged in properly, I look with flashlight to make sure that the O-ring is pushed into the block, then start slipping bolts thru the turbo and through the exhaust manifold (put that solid copper gasket in there - don't used that waffle stuff they are shipping) and finished that part. THEN I go under the car and tighten up the two bolts on the turbo that hold the Oil return tube in place. easy access with about a 10 inch or so straight extention.
Then fight the water line... lol
