Whats the deal?

Im a little confused. As an avid reader of sport compact car, I frequently see 1.8-2.0 liter engines that produced 130-170 hp stock be transformed into 300 hp demons with very simple bolt on items. Why is it that our saab engines (c900T) require an act of god to reach anything over or around 300hp(@ wheels) and if similar bolt-on items were installed on a saab engine only 210-230 hp could be expected? I know that engine technology has vastly changed over the last decade, but our 16v saab engines share similar technologies with the newer import engines. Is it just that the newer imports can rev to 8000 because i know that if they were limited to 6200, they would only be pushin 190-210 w/bolt-ons. I guess im feeling a little depressed about this whole thing. I just spent $8000 in engine/interior mods for my 88 spg, and even though it a one of a kind here, that same amount could have went into a 2nd gen. MR2 or a 3rd gen. RX-7 and id have a 400 hp beast!
Mods not finished yet, still waiting on a few parts to arrive but as soon as i get it back together and broken in and tuned, she's goin to a dyno!
