Everyone is going to have advice on this one. There is no real right answer or wrong one just what you want to do. I would get all the information and then choose what you think is the best option.
If it was me already knowing that you have a 97 ng900 just like I have I would get the viggen intercooler first. They are relativly cheap and are good for 10hp according to Maptun. Depending on what type of discount the dealer gives you they cost $150-180. The hoses are the most expensive parts and they can be either bought through the dealer for $180-200 or you could try to get these part through the local part stores for less or at least that what I'm planning on doing.
Now for the turbo. This is a very complicated question and its still one I trying to figure out. It seems that all tunner will answer this question differently. I have used EIP and Extreme Motorsports for info on this and both have different answers. Abbott is just to expensive and to be honest they just started adding turbo to their cars and these tunners have been doing this for at least 10 years. In case no one has heard of these tunners they are very well known and respected tunners. They make Abbott look like some backyard operation(sorry couldn't resist).
Extreme Motorsports(http://www.extrememotorsports.com/g2stage/stage4.htm) prefers the replacing the t-25 with the TDO5-16G. Now they do this all the time with the Eagle Talon that has the same turbo as we do with great results. Just check out the page I have attached it should explain everything to you.
Now I was just at EIP today talking to them about the samething. They also have a great operation. I hope you guys dont mind me rambling alittle about them. They think that the t-3 or super 60 is the way to go(http://www.eiptuning.com/Turbochargers/turbochargers.html). Great shop located very close to my new house which is being built. The shop also offers single dyno runs for $35 so people can do before and after runs with their upgrades. What a great idea. Talked to the tunning manager who has a Audi A4 which is dynoed at 360hp at the wheels. He said that he had a very simular problem with his turbo. He tried porting it, clipping it and hybrids but claims that with the super 60 turbo in his car its just great at high rpms and has little lag and that the boost is not as flat as people think. Next time I'm up there I will have to go for a ride in his car just to see what he means:-)
I may not have answered you question but instead offered more options but I think there is no right or wrong answer for it. I think it is more of what you feel most comfortable with doing and what does your mechanic feel most comfortable with.
