Turbo lag- the time elapsed between stomping on the gas pedal and getting full turbo boost. If you're cruising around in a high gear at around 2,000 rpms when you give the car gas, you'll have to wait for the motor to spin up to 2,800 rpms or so before you get full boost. Even if you're already at 3,000 rpms, the turbo takes a little while to "spool up."
Boost taper- lots of us who have tweeked our cars to higher boost levels have seen a behavior where the boost level -according to the turbo gauge- ramps up to a maximum level, and then decreases a bit. I believe that mine does that because I can't deliver enough fuel to the cylinders and the lean condition allows knock, which triggers the knock detection circuitry, which cuts the boost level. Others report that the boost decreases at higher rpms, which might be related to fuel injectors which can't "keep up" at high engine speeds.
In summary: lag= delay before onset of boost, taper= boost pressure "backs off" after peaking.
