Surging is caused by too high of a boost pressure with too low of an overall airflow through the engine. In other words, it's a combination of too much boost on too small of an engine. However, since the engine displacement doesn't generally change, boost is really your only variable. Oh, and of course the ambient conditions and efficiency of the turbo and all the usual stuff that doesn't change much.
