Common problem when trying to increase boost by cranking up the wastegate rod. You end up shortening it too much and there is not enough travel left to open the gate resulting in boost surges/spikes etc.
Solutions are to get an uprated wastegate actuator, install a bleed valve in the line to the actuator or get more boost via APC adjustments - either or all of the above!
