Getting back the glory

I bought a used '97 900 SE with the 2.0 turbo about eight months ago. The car was quite strong and powerful - at times the boost at high rpms could cause my hands to clutch the steering wheel in a moment of exhilaration.
A month or two later, I began to notice a problem at low rpms in high gear. Once in a while, having slowed down in fifth gear so that the rpms were below 2k, an attempt to accelerate would cause the car to stutter as if the engine had momentarily shut down.
When I brought the car into the dealer, the mechanic's first observation was that the turbo was way over-boosted. Although I asked the mechanic to check the waste gate, he recommended turning down the turbo to factory standards as a resolution to my problem. I agreed, he adjusted, and the problem persisted. Next he replaced the waste gate and the problem was resolved. when I asked the mechanic to boost up the turbo to where it had been, he refused citing fuel pump safety and warranty concerns.
Well my fellow Saabers, thank you for reading this far. I'm sure you can guess what's on my mind...
How do I get back what I lost? Where do I find out about getting the old beast back? What else can be done to further increase performance? All suggestions greatly appreciated!
