No roller valvetrain. Just a "rocker arm", one cam lobe and one HVLA per pair of valves. Okay so I failed to mention stock rev limit is 7500rpm. ;-)
It doesn't have balance shafts. However the Mitsu 2.0 (4G63) will also go to 8K on the stock HVLA equiped valvetrain and it has balance shafts. Remove the balance shafts and it it reliable up to 9500rpm! Several guys I know spin them up that high, but the transmission doesn't like to shift at that rpm.
Now I'm not saying you can do this with the Saab, as I have no idea of the valvetrain limitations. But HVLA cars *can* rev, that was my point. :-)
I hear you on the flywheel...nothing to play with for sure.
