If it's the original turbo it will be producing vast amounts of superheated air at these boost pressures (if its a Mitsubishi as fitted to 90 on cars they get very inefficient after 18psi) - if the pressure is in the manifold it ain't lacking in volume as this is a measure of how much air is stacking up because the engine can't consume it fast enough. What it will be lacking is mass as the high temperature means it's very expanded and does'nt contain much oxygen to burn with the fuel hence not much power. You could go for a FMIC to try and pull the heat back down but I think you need a turbo who's efficiency range is within the high boost pressures you want so it won't heat the air so much. Speak to your local turbo specialist. The trade-off is of course is that you will not start to produce power until much higher up the rev range ( maybe 3500rpm)-or when that ricer/WRX is disapearing into the horizon.
