I'm not an engineer or any kind of expert on this, but as far as I understand it, the rate of combustion is controlled by how much fuel the engine gets. So if you increase fueling, the RPMs rise -> more exhaust gas is produced (if under load of course) --> more boost from turbo.
There is no throttle controlling the airflow to the engine, it's completely dependant on the fuel delivery for control. That's why there isn't a dumpvalve on turbo diesels.
