Those of you with an IC living in cold climes

Now that colder temps are on the way, is not the IC irrelevant? Even perhaps a negative factor toward providing the optimum temps for combustion? Surely there is a minimum charge temp requirement, below which the engine suffers. So during the cold months, is it not wise to block the outside air flowing through the IC? The other day after a considerable drive with temps in the low 60's, I popped the hood and gripped the IC exit piping and noted that it was quite cool to the touch whereas the in piping was naturally quite warm. I can only imagine with even colder temps how cold that pipe would be, and the intake charge temp. A simple piece of cardboard would block the airflow. Perhaps blocking just half would be optimum. Anyone?
