Ice cold air coming into the system is good, but remember, compressing air causes heating (That's why your air compressor gets hot and has cooling fins on it and conversely your blowgun/duster gets cold because it does the opposite, or your grill tank gets chilled from a drop in propane pressure) The IC removes some of that heat as you noticed. Cooler ambient air going over the IC helps with that more so than warmer summer ambient air. I don't see any good reason to obstruct the intercooler ever.
Net result is that the Saab that was merely sporty in the summer goes like a raped ape when it's freezing outside.
