The stock ecu set up is fine to 15psi not 21psi. If someone whats more then 15 psi they would have to get an upgraded ecu which price range is between $600-1000+shipping and it has a generic a/f ratio.
This way you simply get around the fuel cut off by offering a larger range map sensor. Changing your map sensor to a higer rated one simply works wonders, especially on stock ecu where your fuel cut off is then raised to 22psi not 15psi. The advantage here is that you have a custom a/f ratio which potentially could give you a much better performace results then the upgraded ecu. Most ecu start at upgrading the boost to 17psi with an increased a/f ratio.
