no real limit so to speak, but a few things will happen the more retard you run...first, you will loose power. you generally want timing advanced to the point of predet and then slightly retarded. second, exhaust gas will heat up. you may pop the hood and find that your exhaust manifold is glowing red hot.
at the top end with a stock set up (ecu, turbo, fueling, etc.) you probably don't want to go much more than 10 dbtdc. not because you'll be doing har, but because you will be loosing power. with the stock ecu you start to run out of fuel when you get to 15 psi or so and higher. you either need to add water, as you have done, reduce timing, or add more fuel to fill it in. without running water, i had a rrfpr on 30# injectors with a 9000 fmic and i was able to run 18 psi without predet and i was at about 11-12 dbtdc max retard. i found that even advancing the timing one degree at the top end made a 'sense-able' gain with the butt dyno, not a lot, but noticable. you should be able to do better than 10 dbtdc if you are running water so maybe the new nozzle will help.
fwiw, i noticed the biggest gain when i had 24# injectors and i went to a rrfpr. the power seemed to smooth out nicely. so i would certainly look in that area. hope this helps.
