The TBTC piece is a part that is easy to do your self and takes only a couple of hours to do. Basically you remove the peice of metal that is located at the top of the throttle body and use a drum sander to sand down the casting, creating a larger space to allow for more air into the engine. It is worth spending the time doing this upgrade especially if you have already done all the other mods that you have listed.

The 3" intake will help but on the specifics amount of increase I can not answer. I have added a 3" intake that leads to a hose connecting to the passenger side foglight that I have removed. This mod is basically ram-air and works great! It has allowed me to have an over 2 sec increase in performance times in third gear from 30-60mph. For the tubing I used duct tubing that can be bought at most aircraft supply stores that made out of some sort of rubber like fabric. I did not go with the pcv because all the bends necessary for making the ram-air.

The water injection mybe something that you might want to consider as well. It works great and allows for increased protection on the engine and better engine performance. I have listed a very article below that you might find interesting but very long to read it better you might have to zoom in.

A better flowing intercooler would also be a worth wild upgrade. The saab cross flowed intercooler works fine over the ng900 intercooler but it is really not the best for you application. I would get a spearco intercooler off of ebay for about $300. This will increase your flow and allow for a better cooling over the stock unit.

I hope answered you question from above. As you noticed the articles above all used Saab engines.
