The first thing that you should do to your car is to get the torque steer under control. The 01 SE had lots of torque steer problems and I for one would get a steering rack kit for it. If you add the power to the car you should equip the car to handle it. In terms of these clamps there are lots of options out there Abbott Racing, KIC(genuinesaab.com) and MP Performance makes them. I'm associated with MP performance. After you have addressed the torque steer issues I would look into an ECU upgrade because they offer the most bang for your buck in the T7 cars.
