The 2.1 engine and head would be a good choose. The rest of the stuff is doable. I will most likely sound like a commercial as I have most everything you are looking for.
The givens are lightened flywheel, proper primary gear selction for track and minimum weight.
I have every bushing for a classic 900 in poly.
My spring set will allow you to swap spring rates to match conditions, also I have spring cushions that go between the coils in 25#,50#, 75# and 100# specs. With this you can arrive at the track and increase rate between runs if needed.
The ball joint trick may require some welding on the steering knuck to correct bump steer of if allowed use hemi joint as outer tie rod end.
Gearbox use a 31/30 primary drive so that you can get closes spacing on your shifts. If you can run 2nd.3rd and 4th gear spacing will be better.
I do have a 30/31 sprocet set in one of my cars.
Turbo, I think there is an AeroCharger upstairs that you can have. It is on the small side for max power but nothing will spool like it. At 8psi with the 2.1 you will have enough. We have on on a drag car doing 13.36 in the quater at 15psi.
In the beinging I would work on the supension the most.
I know this is not answering all the questions but will work on it later.
