Well, the only way to really compensate for the lack of power at altitude is more boost which will in effect allow the car to run like it was at a lower altitude by forcing an equivelent amount of air into the engine.
The problem with older LH saabs is that there is no compensation for altitude since they use an air mass meter which has no ability to read ambient air pressure, just the amount of air flowing through it, which will be much less at high altitude when compared to the same boost at low altutide. With newer saabs the MAP sensor can adjust for barometric changes. So you could try and turn up the boost more but make sure your fueling can keep up with it.
That being said i would be happy with the turbo in the hills, I did a lot of driving up I70 in an 87' BMW 325is last year and although it had enough balls to keep me at 80 it was seriously lacking in comparison to its sea level performance and of course i needed studded Hakka 1's to get anywhere in the snow needless to say I was hurtin' for my Saab,
