Doc,
Make sure the engine and transmission are in tip top shape before mofifying anything. Though I have had success finding good mods on the net, homegrown stuff is great, too. Check out Raul's website. He posted the question prior to yours, and has done some serious mods to his car. You obviously do not want to go as far as he has, but you can cull some good ideas from his knowledge.
Simple mods to get more power: go to a junkyard, find a non-turbo classic 900. Take off the fuel pressure regulator (should say 3.0 Bar on the front, and is made by Bosch) This involves 3 bolts and a vacuum line on the top. The FPR sits at the top of the engine, and is super easy to remove/install. This should cost less than $20 at the junkyard. They are more than that new.
Though it does not increase more horsepower, a K&N Filtercharger from Swedish Dynamics (http://www.saabperformanceparts.com) will get more air into the engine, and looks nice inside the engine compartment. This costs about $75 with shipping.
Cheapest mod in the world: inside the turbo boost pressure solenoid (front of car, sits inside of core support, has three hoses extending out from it) Add a restriction inside of the vaccum line feeding the waste gate. This restriction causes the waste gate to activate under heavier boost, allowing your turbo to boost higher. Be careful putting this in, and make sure the restriction you install is secure inside the solenoid. Otherwise it will get sucked into the turbo, which you can undertand will not be good.
If you do that last mod, I highly recommend you buy the Viggen dump valve (aka turbo bypass valve and / or hooter valve) Again, it will not boost your horsepower, but it prevents boost from bleeding off prematurely, and allows you to hold boost up higher for longer. It will also not hoot like an owl under heavy boost, as stock one's commonly do.
Good luck Doc. Don't give up on Swedish Dynamics or SPG9 (http://www.spg9.com). They know what they are doing. Please contact Viking Automotive if you have any questions.
