These do not have a great effect. You do not get heat loss reduction with anything that is thin like that. Might be a nice cosmetic touch. A polished metal surface will radiate very little heat. But the metal will oxidize and scale and then is becomes an efficient radiator of heat. Ceramic coating probably have a high emissivity and will then create a lot of radiation heat transfer. Stainless steel will not stay bright at these temeratures.
Pipes on street vehicles should not be insulated as the pipes can overheat, burn out and the pipes expand in length more which can cause problems as well.
For race vehicles were there are high speed air flows over exposed pipes, insulation makes sense. But in a modern vehicle, pipes are quite sheltered from the 'wind', and durability is important. Aircraft engines likewise can get a lot of air flow over the pipes.
Cramped engine bays do get too hot. Ceramic coating may help, but it is better to have a heat shield to protect things exposed to radiant heat transfer from the manifold, turbine casing and downpipe.
Retaining heat is of some merit in the manifold, but downstream of the turbo there is little performance to be had, or none at all. The cat converters do like the heat to 'light off' sooner.
Insulation on an exhaust manifold will retain heat, but the metal is hotter and there is a great risk of the manifold cracking from thermal expansion and the increased temperatures.
Ceramic coating inside of a manifold or downpipe will cause damage to the turbine and cat if it comes off.
