Thank you, I know that. You misunderstand: The *maximum* usable braking force is just shy of the point that the wheels lock, i.e., clamping forces exceed tire/road friction forces. Having brakes that can deliver more force than that is superfluous.

So what makes them undersized? Undersized brakes are brakes that are *unable to adequately dissipate the heat* they absorb for the conditions under which they're used, e.g., racing, towing, etc. Being "undersized" has nothing to do with the rate at which a car stops; it has to do with limited heat they can absorb before performance is adversely affected.

Sorry, you are wrong. Read the article I linked to.

Well, yes, more KE must be converted to heat, but that has nothing to do with how *quickly* the car can be stopped and everything to do with how much stopping can be done before performance suffers due to inadequate heat dissipation.
