The 2x the force comes into play when you have exceptionally good performance tires.
When my race tires are heated, their frictional resistance IS greater than the ability of the stock calipers to stop the car in a reasonable rate. I know from my track days: ABS seldom even starts clicking even though I'm standing on the pedal. There is no tire squealing and lockup; the brakes simply do not have enough force to lock up the tires. And this is with new high temp brake fluid, and EBC Greens, well before the "heat fade" starts coming into play. The stock brake system is not the best out there and only marginal for very hard driving.
Pads alone WILL make a difference. Larger pads and rotors WILL make a difference. Stronger calipers WILL make a difference.
These things WON'T make a difference if I'm running blocks of high mileage, low maintenance, hard rubber for tires.
