What I'm saying is that threshold braking - applying enough torque to the wheels to reach but not exceed the tires' limits of traction, is the best way to stop the car. The force required for threshold braking is greater than the force required to simply lock up the wheels - stabbing the brake pedal will cause the brakes to lock up with practically any tires.
So, saying that anything that can lock up the tires is sufficient, and anything bigger is a waste (other than for longevity or heat management) is bull. Any brake system can lock up the wheels. The one that can apply enough force to reach the tires' traction limits is big enough - anything stronger than that is a waste, as you said.
