Aluminum is cheaper and easier to form than stainless and aluminum can be anodized in various colors as well. Aluminum will not rust, steel might.
If you have a cold air inlet, you want to reduce heat transfer from the hot air of the engine bay. Better to insulate it all. And the difference in heat transfer between steel/aluminum/stainless is not very significat in a situation like this where the thermal resistance of the metal is small compared to the boundary layer resistance of air inside and out.
Using metal in this application has very little going for it. Plastic or rubber that is up to the heat under the hood is good as well. But if the material gets soft and flabby in the heat, it can vacuum collapse and choke the air flow. The time/effort/money in all of this would be better served with a Viggen IC. TBTC rework is a must as well as removal of the turbo compessor discharge silencer which -some- 99's had, except for the 99SET-HOT engines that came with the Viggen IC.
Decreasing diameter transitions are much better behaved that increasing diameter transitions. But better to avoid cross section changes as you state.
