have you looked around for vacuum leaks? are all the intake boots on and tight (not split)? what about the intake manifold to the head, is this sealed and torqued properly? did you remove the throttle body when you removed the head? if so, make sure you put it back on correctly with the gasket. anything between the amm and the head that allows unmetered air into the engine will mess up your idle. is your throttle cable too tight that the throttle can't close completely? loosen it to slack and the tighten till it just gets taught.
if you completely pinch off the idle valve and your idle does not drop below normal idle levels (800-900 rpm) then you have air coming in somewhere. either a leak or the throttle plate has been messed with. the idle valve does not fail to completely shut, it is always open when off, so unplugging does not accurately test it.
these are the areas that have cause high idles for me previously. hope it helps.
