The situation you've described is pretty typical for that kind of setup. Definitely recheck the timing(20BTDC), make sure youre getting adequate retard under boost. I wouldn't recommend bending the stop in the ignition diaphragm much more than twice the stock gap - the problem is really in the stiffness of the spring. Group9 has a modified AID which works wonders to correct off boost/on boost timing issues. As far as base boost is concerned, the stock setting is right around 5 - 5.5psi; you can try setting it another 1psi higher (search for 'base boost').
The wall youre hitting right now is about as far as you can go on DIY mods; you'll want to consider bigger fuel injectors, and freeing up the intake/exhaust flow a bit so you can hold good boost in the upper RPMs.
