Is it a camera effect or is that intercooler a bit bent?
Key here is determining exactly where the leak is. The tank is sealed to the core with an o-ring. The aluminum crimps on the outside compress the tank against the o-ring, providing the seal.
The important part is figuring out whether the leak is past the o-ring (i.e. air coming out between the aluminum and the plastic) or whether there's a crack or pinhole in the plastic.
If it's leaking past the o-ring and the core is bent, you might never get it to seal perfectly. But the fix to try is very carefully use a pair of vise-grips to tighten the crimps a little in the affected area.
If the plastic is cracked or has a pinhole, I'd try thoroughly cleaning the area with alcohol or mineral spirits, let it dry *completely*, then use epoxy.
The good news is if it's a very small leak, it's not likely to have much effect on how the car runs.
