Since it's already banged up, I'd try and seal it with some sort of epoxy (JB Weld being my favorite), and not just externally, but by trying to draw the epoxy into the crack by sealing off one end and sucking (use whatever works. I'd use my mouth. seriously.) hard on the open end with some thinned epoxy layered over the hole area. Then I'd wipe the remaining away and apply epoxy in the normal way. JB weld does adhere nicely to that plastic material, plus the metal, whereas standard PVC glue might not. One way to find out is if a solvent such as acetone or lacquer thinner "melts" the plastic when a clean rag soaked with solvent is rubbed on the plastic. The rag will be black if it does. I do know that fiberglass resin doesn't bond to that IC plastic, and fg resin and the thinners I mentioned, plus PVC (polyvynyl chloride) glue are all in the same chemical family. The silicone glue is intriguing, but I have my doubts the seal will last.
