Paul, according to my 9000 repair manual, you are right, there is a Vacuum
regulator under the dash near the accelerator, while the vacuum pump is
under the hood on the firewall. This is integral to the Cruise Control
system. You access this regulator by removing the lower dash fascia panel on
American models. There is a chain that runs from this to the accelerator
linkage, and there should be no slack in this. Two vacuum tubes are
connected at this regulator.

However, I have been unable to find a vacuum tube chart and don't know where
they go, but one must go to the vacuum pump under the hood. If anybody comes
up with a complete vacuum tube list for a 1989 9000CS, I would love to get a
copy!
