Turbo Cough

I recently bought a '97 9000 CSE Turbo. I love it but it has a glitch.
When accelreating fairly hard, and the boost meter gets to the transition
between yellow and red, is coughs or hesitates or hiccups. My mechanic says
it has a fuel cut-off when the boost gets too high. A friend says it has a
waste gate that releases pressure. Have any of you had a similar
experience, can you tell me what the cause is, and the repair?
